Bike rack use?

I think scooters are great for those who can't ride their bike to work because of distance, time or lack of a place to wash the sweat off. Scooters get the best gas mileage out there, but is this where they should be parking? Parking in a spot intended for bicycles? I think the city should have scooter and motorcycle designated parking spaces.
